I have the honour to address Your Excellency on my
position as a member of the Executive Council in this Colony
and to respectfully request that I may be informed for what rea-
son the Hon: H. E. Wodehouse has been given precedence and the
course laid down in the Royal Instructions departed from.
I am aware that such precedence has been allowed on a
previous occasion on account of length of service, but in that case
I would point out that those Members who would under the usual
course have taken precedence had all entered the service as Cadets
and according to custom it would appear such officers usually rank
according to their length of service.
Being appointed a Member of the Legislative Counci
1891 and of the Executive Council in March 1892, my predecessor
in the office of Director of Public Works not being a Member of
the latter Council, it would appear that my past services were
considered in making such appointments.
I trust that Your Excellency in considering the fore-
going will see that I not unnaturally view the resent appoint-
ment
